GULFMET Strategy 2022-2025

This procedure determines the steps that have been followed for electing the TC chair and secretary.

The GULFMET Secretariat held during the online GULFMET week event (06-10 June 2021) the elections for the GULFMET TC Chairs and Secretaries whose term has expired, based on the Guideline for the Work of the GULFMET TCs and the procedure for electing the Chairs and Secretaries.

For the tasks to be transferred from the current TC Chairs and Secretaries to the elected TC Chairs and Secretaries, the GULFMET Secretariat was assigned to prepare a replacement plan during the transitional period stipulated in the election procedure and its duration is (6) months, in which the elected TC Chairs and Secretaries are trained and qualified.

Accordingly, Mr. Jon Bartholomew was assigned the task of directing and supervising the elected TC Chairs and Secretaries under the title of TC Chairs and Secretaries Leader

GULFMET, is a Regional Metrology Organization (RMO) established under the auspices of GCC Standardization Organization (GSO), bringing together National Metrology Institutes (NMIs) of the United Arab Emirates, Kingdom of Bahrain, Kingdom of Saudi Arabia, Sultanate of Oman, State of Qatar and State of Kuwait.

The International Committee of Weights and Measures (CIPM) granted provisional acceptance of GULFMET as a Regional Metrology Organization (RMO) in accordance with the procedures of the JCRB and within the meaning of the CIPM MRA on its meeting No. 104 ( Paris, 15-16 October 2015).

GULFMET assumes a coordinating role for Legal Metrology in order to facilitate intra-regional and international trade, to assure consumer protection, to safeguard health and environment and to keep contacts with the OIML. Associate Membership of the GULFMET is open for other countries.

GULFMET was established pursuant to GSO Board of Directors' decision in its meeting No.12 (Kuwait, 2 June 2010) with the aim to enhance the metrological infrastructure and activities within the member states, and to ensure the technical capabilities of national metrology institutes and designated institutes participating in the GULFMET as an RMO.

GULFMET has Associate members (NMIs') of Turkey (UME), Egypt (NIS), Bosnia (IMBIH), Korea (KRISS), and Standards and Calibration Laboratory of Hong Kong (SCL).

The aim of the initiative is to provide Pathway to develop metrological technical capabilities in the GULFMET member states by providing technical assistance in accordance with this guide.

The purpose of this guide is to identify the requirements for the selection, adoption, use and keep of GCC measurement standards used in the calibration of national measurement standards of the GCC countries or used in interlaboratory comparison programs organized by the GCC Standardization Organization or the International Bureau of Weights and Measures (BIPM)

This procedure applies to past, present and planned multilateral or bilateral, key or Supplementary comparisons or pilot studies that have been initiated, organized and reviewed by a GULFMET technical committee (TC) or Working Group. (WG)

Based on the recommendations of the GULFMET at its third meeting held in Dubai on 19 March 2012, which included the mandate of the GULFMT Secretariat to redefine the functions and role of the technical committees (TCs) according to the latest developments, the GULFMET renamed the technical metrological committees to become compatible with international designations as follows: * Technical committee for mass measurements and related quantities * Technical Committee for electrical and magnetic measurements, time, and frequency, * Technical Committee for Thermometry and Dimensions, And based on the decision of the GSO Technical Council at its 34th meeting held in Riyadh on 24-25 December 2014, which includes the mandate of the GSO Secretariat to review technical work manuals and to contribute to support the participation of Member States in the meetings of the technical committees, this manual has been revised to be in line with the directions and aspirations of the Technical Council.

The GULFMET review process will consist of three parts, a technical review, a quality system review, and a final coordinating review by the Technical Committee (TC).

This document gives practical guidelines for comparisons within the framework of GULFMET in addition to the Technical Supplement to the Mutual Recognition Arrangement (MRA), for the recognition of national measurement standards and of calibration and measurement certificates issued by National Metrology Institutes (NMIs), and the BIPM document Guidelines for CIPM key comparisons. These comparisons may be GULFMET key comparisons, supplementary comparisons, bilateral comparisons or even pilot comparisons for the validation of new devices and /or new measurement techniques.

The provisional status of GULFMET and the need for GULFMET NMIs to submit CMCs through another RMO requires special treatment because KCDB2.0 programming can’t handle these circumstances directly. The workflow for submissions from GULFMET is therefore required to include an intra-regional review to be conducted via Excel.

Based on the recommendations of GULFMET assembly in its second meeting held in Dubai on September 26, 2011; which included the recommendation to form a committee for Quality in Metrology under the umbrella of GULFMET, the Technical Council has approved in its twenty-fourth meeting (Riyadh October 27 to 29, 2011) this recommendation and agrees that the United Arab Emirates will host the secretariat of the committee.

This guideline for the Technical Committee for Quality in Metrology (TC-Quality) is applicable for National Metrology Institutes (NMIs) and Designated Institutes (DIs) who have not yet presented their Quality Management System (QMS) to TC-Quality.

The purpose of the annual report is to provide information about the main changes to the QMS and QMS life for the period under consideration. Information should be brief, but should include the main points and be clearly understandable. Lists and figures should be in English. Acronyms should be avoided unless widely known or else should be explained.

This TC- QUALITY guideline is applicable for National Metrology Institutes (NMIs) and Designated Institutes (DIs) who have to present their Quality Management System (QMS) for re-evaluation within TC- QUALITY.

This document specifies the procedure for reviewing the quality management systems (QMSs) of GULFMET National Metrology Institutes (NMI) and Designated Institutes (DIs) within the framework of the review of calibration and measurement capabilities (CMCs) declared by GULFMET Member NMIs and DIs.

The GULFMET seeks to provide a path for the development of calibration and measurement capabilities of the GULFMET member states as a mechanism for these members to gain international recognition of calibration and measurement capabilities (CMCs). In this sense, GULFMET organizes interlaboratory comparisons (ILCs) through its technical committees (GULFMET TCs) and reviews quality management systems in national metrology institutes (NMIs) in accordance with the requirements of ISO / IEC 17025.
